The Union Public Service Commission will hold the Civil Services (Preliminary) Examination, 2013 on 26th May, 2013. This Preliminary Examination will be common for  the  candidates applying  for  Civil Services  Examination and Indian  Forest Service Examination,  and will act as a screening mechanism for selection of candidates for the Civil Services (Main) Examination and Indian Forest Service (Main) Examination.      The examination will be held at various centres across the country, in  accordance  with  the  rules  of  Civil  Services  Examination  notified  in  the  official gazette  extraordinary  on  5th  of    March,  2013  by  the  Department  of  Personnel  & Training,  Government  of  India  and  the  rules  of  Indian  Forest  Service  Examination notified by the Ministry of Environment and Forest in the official gazette extraordinary  
on 5th of  March, 2013.  
2. Candidates  are  required  to  apply  through  online  mode  in  the  Commission’s website www.upsconline.nic.in. No  other  mode  is  allowed  for  submission  of application.  The commencement of filling online application shall start from 5th March, 2013 and conclude on 4th April, 2013[till 11.59 PM].
3.  For  details  regarding  the  Syllabus  and  Scheme  of  the  examination,  Centers  of examination,  Guidelines  for  filling  up  application  form  etc.  aspirants  must login Commission’s website www.upsconline.nic.in or www.upsc.gov.in and refer to the notices of the above mentioned two examinations. Candidates are requested to note that there are some changes in the scheme of Civil Services [Main] Examination and also in the scheme of Indian Forest Service Examination.While for the Civil Services Examination, it is in the basic content of the Main Written Examination wherein changes have been made by the government, in the Indian Forest Service Examination, a preliminary examination has been introduced as a mode of screening candidates for the Indian Forest Service (Main) Examination.
4.  Detailed  Notices  of  Civil  Services  Examination  and  India  Forest  Service Examination  are  being      published  in  the      Employment  News/Rozgar  Samachar shortly.     
5.    While submitting online applications for Civil Service (Preliminary)Examination, the candidates will have the option to choose either the Civil Services or Indian Forest Service or both.    Therefore,  before  exercising  their options, applicants may carefully read and understand the eligibility and other criteria contained  in  the  detailed  notices  of  both  the  Civil  Services  Examination,  2013  and Indian  Forest  Service  Examination  ,2013  which  are  available  in the  aforementioned website of the Commission.

IMPORTANT INSTRUCTIONS TO CANDIDATES

1 Commission will be holding Combined  Graduate Level Examination,2013 for recruitment to different posts for which Graduation from a recognized University is the minimum Educational Qualification. The Examination will comprise   of  two Tiers of Written Objective Type  examination followed  by  Computer Proficiency Test/  Interview/Skill test,  wherever applicable as per the Scheme  of Examination and a descriptive/on-line test of qualifying nature for candidates shortlisted for interview/skill test/document verification.  Posts have been placed in two groups, inter-alia,   based on their Grade Pay and papers in Tier II examination/Interview. Preference  for Posts, is  to be indicated in the application. Candidates are requested to note thatpreference for Posts once exercised will be final. Request for change of preference will not be considered under any circumstance. For the post of Assistant in CSS, candidate shall have not more than  three attempts  unless covered by any of the exceptions notified by Government of India.
2 In view of the huge number of applicants, scrutiny of the eligibility  category etc. will  not  be undertaken at the time of Tier-I  and Tier-II examination  . Therefore,   the  application will be accepted provisionally only. The candidates are advised to go through the requirements of educational qualification, age,   physical standards etc and satisfy themselves that they are eligible, before applying and before indicating their preference for any particular post. Commission does not allot finally selected candidates to other posts in the event of their ineligibility for the selected post due to any reason whatsoever.   Copies of supporting documents will be sought only from those candidates who  appear in Tier-II examination at the time of interview/skill test/document verification.  Candidature will be cancelled if any information or claim is not found substantiated when the scrutiny of documents is undertaken by the Commission after Tier-II of the 
Examination. Commission‘s decision shall be final in this regard.
3 CANDIDATES IN THEIR OWN INTEREST ARE ADVISED TO GO THROUGH THE DETAILED 
INSTRUCTIONS CONTAINED IN THIS NOTICE, WHICH IS ALSO  AVAILABLE ON THE WEBSITE OF THE COMMISSION: http://ssc.nic.in, CAREFULLY   BEFORE APPLYING.
4 Candidates  seeking  reservation benefits for SC/ST/OBC/PH/EXS  must ensure that they are entitled to such reservation as per eligibility prescribed  in the Notice .They should also be  in possession  of the required certificates in the prescribed format in support of their  claim as stipulated in this Notice.  OBC candidates  should ensure that they are in possession of valid OBC Certificate issued within the due date issued by the authority mentioned in the format.
5 Candidates with visual disability of 40% and more  will  only be   considered as  VISUALLY HANDICAPPED  and entitled to reservation for VH candidates, wherever such reservation is available.
6 Central Government civilian employees claiming age relaxation should  produce  a certificate in the prescribed format from their office at the time of Interview/skill Test/document verification, in respect of the length of continuous  service which should  be for  not less than three years during the  period immediately preceding the closing date for receipt of application. They should remain Central Government civilian  employees till the time of appointment, in the event of their selection. 
7 FEE: RUPEES ONE HUNDRED ONLY(b 100) Women candidates and candidates belonging to Scheduled Caste, Scheduled Tribe, Physically Handicapped, and Ex-Servicemen eligible for reservation are exempted from paying application fee as per extant Government orders.
8 CLOSING DATE:  15.02.2013. For candidates residing  in Assam, Meghalaya, Arunachal Pradesh, Mizoram, Manipur, Nagaland, Tripura, Sikkim, Jammu and Kashmir, Lahaul and Spiti District and Pangi Sub Division of Chamba District of Himachal Pradesh, Andaman and Nicobar Islands, Lakshadweep and for candidates residing abroad  – 22.02.2013.  APPLICATIONS RECEIVED LATE WILL BE REJECTED and no correspondence will be entertained in this regard.
